STRICTER LICENSING REQUIREMENTS FOR PET DOGS FROM 1 MARCH
It is not uncommon for SPCA to find a dog with a microchip that is not registered in AVAs system. On average, 200 pet dogs a year are left at the SPCA, unclaimed by their owners, after the dogs were found wandering the streets. Most of these animals had microchips that were not traceable.
The new licensing requirements will strengthen the traceability of dogs in Singapore. Pet abandonment, which can cause much suffering to an animal, is a crime. Tightening up the licensing rules will hopefully deter pet owners from abandonment and make it easier to trace and take culprits to task.

For the new licensing rules to be truly effective, the authorities will need to prevent unscrupulous breeders from skirting the requirements by putting in place a rigorous system matched with effective enforcement.
An area of concern is home breeders who are currently unregulated. The new licensing rules does not apply to them and they continue to remain a loophole in the current system.
