“In 2013, Penang was declared a rabies infected area and the culling of animals has not resolved the problem.
“There are estimated 40,000 street dogs in Penang, we cannot see those lives sacrificed, knowing the problem would still exist.
“If killing is the best solution to end a disease, should the state government start killing human if there was a HIV outbreak?”
Dalbinder who was joined by 40 animal lovers, submitted a memorandum to the state government at Komtar yesterday.
“We have stated the alternatives include quarantine of animals, investigating origins of the outbreak, identifying high risk areas, implementing mass vaccination and seeking advice from different sources,” he said.
The group raised RM400,000 in donations from the public for rabies vaccination in less than 12 hours after the state government’s directive on Thursday.
He said representatives from the World Veterinary Association will fly in next month to help with the vaccination programme.
“All we need now is the green light from state government. We hope they could stop the killing order before more lives were sacrificed,” Dalbinder said.
Penang Animal Welfare Society founder Barbara Janssen said mass killing of animals was not a long-term solution.
“I have never heard of anything as inhumane and unethical like this. This is truly disappointing.
“The approach is that of a third world country and we hope to work together for a more progressive and forward-thinking state,” said Janssen.

A coalition of 11 non-profit organisations managed to raise RM400,000 in 12 hours for rabies vaccination for stray dogs in Penang.
The coalition, calling themselves Stop the Killing Group, started raising the money through public contributions on Thursday.
Its committee member Dalbinder Singh Gill said the group hoped to work with the state government to utilise the money for the cause.
He said the group believed that mass vaccination was better than culling.
“We urge the state government to change its directive on this issue. We are here to provide a solution.
“There are so many other ways which we can use, which are being practised in other countries,” he said during a press conference at Level Three, Komtar yesterday.
Dalbinder said culling would not solve the problem.
“Today we can kill the animals but 20 years later the problem can arise again.
“We will not stop until we reach a more humane approach,” he added.
The group was in Komtar yesterday to hand over a memorandum to stop the culling of stray dogs to Chief Minister Lim Guan Eng.
