Is It So Hard To Follow Rules?

Most of my days start off very nicely even with the barrage of emails (piled up from the night) that I have to respond to or the subsidy claim forms that had come in the day before whose reports I have to publish here (for our many donors) and claims I have to reimburse. I keep petty cash in four banks just so that I can transfer funds to the various rescuers (to give them the privilege of using their own bank account) and also so that AnimalCare does not have to pay the intergiro bank transfer charge of RM1 or RM2. Yes, it is all about stretching the RM to the maximum. We are, after all, a charity. Every single sen goes to the animals. We have no admin fee or what not.
So, it really pains me sometimes if rescuers simply cannot follow rules and makes my job in reimbursing them very difficult. As I’ve said, when we apply for help from an organisation, surely we must follow the rules of the organisation.
I am now going to cut-and-paste our rules again (below), for the benefit of all who wish to claim any subsidies from us.
May I also highlight the following?
1. We have a TWO WEEK deadline for you to submit your claims. TWO WEEKS means no later than TWO WEEKS from the DATE ON THE RECEIPT, not the postmark on the envelope. All you have to do after getting your receipt, is to fill up our form, put the receipt and the form into an envelope, write my address on it, go to the post office and post it to me. 60sen stamps if by ordinary mail (it takes at least FIVE days for letters to arrive by ordinary mail). If you want it to arrive in two days, please use Pos Ekspres. Please do NOT courier or use Poslaju as there is no one to receive it when it arrives and I have to drive quite a distance to retrieve it. For those who do not abide by the deadline, I’m sorry, we cannot pay you. I think 2 weeks is enough grace period for anyone to post two documents to us, if that someone is asking for a subsidy from us. Rules are meant to be followed, not broken.
2. If you are worried Pos Malaysia will still lose your mail, please photocopy or keep a scanned copy. I transfer payment within 24 hours after receiving your receipt so, please check with me after one week if you still have not received any payment from me. Then, you can send me the scanned receipt. So far, in the 1280 claims we have paid out, mails have been delayed, but not a single one has been lost. A pat on the back for Pos Malaysia?
3. Our subsidy rates are clearly stated in the policies below. Please do not insist on claiming more. That is not very nice.
4. Our medical subsidy does NOT cover accessories, so please do not ask the vet to throw in collars, foodbowls, shampoo, toys, bags of food or other such items. One may be able to sleep easy at night NOW, but one has a lifetime to live on, and sooner or later, the universe will catch up with those who lie and cheat, especially when one is about to die. Our conscience becomes very pure and clear just before we die and that’s when we remember all our wrongdoings and we wish we hadn’t done them. Sorry if this sounds harsh but today I start off the day by venting because I need to say these.
5. Our maximum medical subsidy is 50% or RM500, whichever lower (not higher!). Please do not insist on a higher claim. We have no such provision. Please do not ask the vet to mark it up higher. Again, it is about sleeping well 20 years from now and dying well when the time comes.
6. Last but not least, may I please request for an exercise in courtesy here in that after we have paid you, could you ever so kindly click REPLY to my email to say, at the very least, “Money received” so that I can write the report, file it up and close your case? There is a lot of paper work for me to do for each claim, so if you could just let me know the money has been received (you will receive the online transaction receipt from me in an email), it would help ever so much. Thank you!
We work on TRUST, a very valuable commodity in today’s world and we trust that we can trust animal-rescuers.
Our 20% provision for abuse cases (people who cheat us, lie to us, use devious means to get a few RM more) is there because the world isn’t perfect and we know it. But surely, none of us would want to fall into that despicable 20% category, would we?

AnimalCare is a medical fund that helps in the spay-neuter and medical needs of street animals.
Note: Pets are NOT street animals.
Our subsidy assistance is open to needy rescuers, feeders and caregivers of street animals. We provide a subsidy if you require monetary help in getting a street animal spayed-neutered or medically treated for an illness or injury.
Who qualifies for our subsidy:
1. Newly rescued street animals.
2. Community animals (living in the community but not adopted).
3. Recently adopted street animals:
a. Within one year of adoption for baby animals.
b. Within six months of adoption for adults animals.
Our maximum subsidy for spay neuter:
Male cat – RM80
Female cat – RM100
Male dog – RM100
Female dog – RM120
If your vet’s rates are lower than the above, we will subsidise the lower one.
If you have many animals, please consider using the services of Klinik Kembiri (03-40243446). They provide the most affordable rates in town.
We will NOT subsidise the spaying of a pregnant female animal.
Recommended age for spay-neuter (subject to vet’s advice and circumstances):
Female: 4.5 months
Male: 8 months
If you need to return the animal to its colony, vets may agree to do the procedure at a younger age.
Our maximum subsidy for medical treatment:
50% of the cost subject to a maximum of RM500 if you only apply to our fund.
If you apply to more than one fund, please refer to the Multiple Fund Policy below.
We will not subsidise the following:
a. Extended boarding
b. Petfood to be used after discharge
c. Accessories (shampoo, collars, bowls, toys, etc.)
d. Euthanasia
e. Spaying of a pregnant animal
f. Any procedure deemed risky, hazardous or unnecessary for the animal
Our maximum subsidy for vaccinations:
RM20 per first-year vaccinations only. If your vet’s rates is lower, we will subsidise the lower one.
What to do if you wish to claim a subsidy:
1. Write to chankahyein@gmail.com and apply for help with a photograph of your animal and a short write-up of the case and what help is required.
2. Once approved, choose a vet of your choice and get the procedure done by your vet.
3. After the procedure is done, pay the vet and get an itemised receipt.
4. Post the original receipt and the form* duly filled to the address given in the form. Send a photograph of the animal by email after the procedure, to chankahyein@gmail.com.
5. All claims must reach me NO LATER THAN 2 WEEKS from the date on the receipt.
6. Ordinary mail takes at least 5 days to arrive; Pos Ekspres takes 2 days. Please do NOT use Poslaju or courier.

c. Above RM1500 – up to three funds, subject to a maximum total joint subsidy of 60% or RM1500, whichever is lower.
2) The subsidy contributed by each fund is limited to a maximum of RM500, and the total joint subsidy provided will not exceed the maximum percentage allocated for that tier.
3) It is up to the applicant to apply to multiple funds, if deemed necessary. In the event that only one fund is subsidizing the case, the standard 50% or maximum of RM500 would apply.
4) The participation of multiple funds and final joint subsidy percentage allocated are solely at the discretion of the funds involved.
Every application will be considered on a case by case basis and depends on fund availability. We retain sole discretion to decide whether or not to provide the subsidy (without need to provide reasons for such decision).
