Some Of The People Might Feel Unpleasant And Even ..

 




Some of the people might feel unpleasant and even dislike when it comes to ‘Strays’. But nevertheless, there are still a group of volunteers who willingly spend money on them (Feed them, send them to vet for spaying, adopt them, etc). Only a small percentage of these strays are lucky enough to receive such treatment due to limited volunteers who have the time and effort to help, there are still a lot outside that are in need of our help and care.

In Malaysia, strays are being treated in a very inhumane way by government authority. Whenever there are complaints from public, relevant authority will take action by capturing and putting them to sleep. Even for strays that are already been neutered by kind volunteers. Bear in mind that life of a stray is as precious as ours.

In 2015, ISPCA has started to research on the possibility to implement TNR(M) Program and for 2 years, we have had meetings with Ipoh City Council (MBI) on and off to discuss on this matter. In 2017, mutual agreement between both parties is achieved whereby ISPCA finally got the approval to collaborate with MBI to start implementing TNR(M) Program in Ipoh. This program has effectively helped to control stray population and it gives both volunteers and strays a new hope we named [Utopia of Strays]

In order to keep this plan going and achieve its goal, it is not only government authority’s and animal rescue societiess (NGO’s) resposibilities, it requires understanding, support and help from public and volunteers as well.

流浪狗这个名称,的确会令一些人不舒服, 甚至可以说是讨厌。

但是,在牠们的身旁却有一班自愿者喂养牠们,医冶牠们,甚至出钱出力为牠们结育和领养牠们。

但,这只是一小部分幸运的,还有更多,情况更严重的,我们永远帮不上一点忙,因为我们自愿者的力量非常有限。

而且马来西亚的执法单位在对待流浪狗的方法可以说是非常不人道和极端。很多时候自愿者在为流浪狗结育,然后回放原地时,很快地就会被执法单位把牠捉走或人道毁灭,这不但是一个宝贵的生命,更使得自愿者完全浪费时间和精神。

ISPCA 在 2015 开始就研究 TNR 的可行性,经过两年时间和市政厅的沟通,终于在 2017 ISPCA 和市政厅合作,开始实行 TNR 计划,这个计划有效地帮助市民有效控制流浪狗数量,更为自愿者和流浪狗有一个新希望,而我们把这个希望称为[小浪的乌托邦]。

然而这个希望不能只单靠政府单位或动物团体去实践,它必须要市民的包容与及自愿者的同心协力才能真正的实现。

The Ipoh Society for the Prevention of Cruelty to Animals (The ISPCA), is a non-profit organisation formed under the Societies Act, 1966 of Malaysia. We are affiliated to the Royal Society for the Prevention of Cruelty to Animals (RSPCA), London.

Our no-kill Shelter is located at Lot 38642, 4 1/2 Milestone, Jalan Gopeng, 31300 Ipoh, Perak, Malaysia and nestles amongst beautiful limestone hills. Currently we are guardian to approximately 250 dogs and 80 cats at our Shelter.
