This is almost a common sight in Malaysia: a dog is being tethered to a tree, and the owner expects the dog to guard the property. Cases like this stood at >60% of the total cruelty cases reported every month. The animals are being left exposed to the elements, and risk being harmed physically.

Animals are being used for various activities in modern days. However, as their guardians, caretakers, we should do our best to ensure their basic welfare is taken care of.

To quote from ANIMAL WELFARE ACT 2015

DUTIES OF OWNER OR LICENSEE

Section 24:

1. The owner of a licensee shall have the duty to:-

(a) Take responsible steps to ensure that the needs of an animal are fulfilled, which includes:

- its need for a suitable environment;

- its need for a suitable diet;

- the need for it to be able to exhibit its normal behaviour patterns;

- the need for it to be housed with or apart from other animals; and

- the need for it to be protected from pain, suffering, injury and disease

(b) ensure that the circumstances to which it is relevant to have regard to the needs of an animal

under paragraph (a) includes:

- any lawful purpose for which the animal is kept; and

- any lawful activity undertaken in relation to the animal

2. Nothing in this section applies to the lawful destruction of any animal for any reasonable purpose in an appropriate and humane manner.

3. An owner of a licensee who contravenes subsection (1) commits an offence and shall, on

conviction, be liable to a fine of not less than RM 15,000 and not more than RM 75,000 or to

imprisonment for a term not more than 2 years or to both.

Education is the best solution still, and we hope if you see one who’s mistreating animals, educate them about the 5 animal freedoms above.
