When a woman spotted a dog tied up to a tree in a severe thunderstorm in Denver, she knew she couldn’t leave him outside. Her neighbor, Casey Boatman went to shut his front window because of the water coming in when he saw that somebody left this dog tied to a tree. It had been nearly ten minutes�
