VERY URGENT: Black Dog Stuck In Monsoon Drain In SS3/74 Needs Help!

Hello, thank you for your time. There is a average-sized black dog
stuck in the open monsoon drain on SS3/74 Petaling Jaya. It has been
there since Thursday morning. We have been searching for its owner
along our road and adjacent roads but no to avail. We’re beginning to
believe that it might be a stray, though no one has ever seen it
before.
We have tried contacting the Civil Defence dept through 999 four times
throughout the past two days but they have only made empty promises to
come.
A door-sized plank has been placed there on the edge in case it is
able to climb out, but all it does is use it as a shelter from the
rain. We have tried to approach the dog but it has resisted our
attempts to assist it or leash it, even managing to score a bite one
of my kind friend who was trying to help. We are fast running out of
ways to save it and my friend who got bitten recommended that I write
to you.
What can I do now to get this dog out? The monsoon drain has dangerous
floods during heavy rain that can reach up to two meters high and the
dog might drown. So far rain is limited to drizzles but I can’t
guarantee that forever. I toss kibbles down to him regularly to keep
up his strength.
Please help me find a way to save him as I don’t know what else to do.

It is urgent as the dog has been stuck for 2 days now and it is the rainy season. I’ve asked Ee Lin to try the fire brigade and the SPCA. I’ll contact friends as well.

Updates at 10.03pm – Koo has gone to take a look and he is of the opinion that it would be better to execute the rescue attempt in daylight tomorrow. Koo has a long leash which can be used to get the dog out. Let’s hope it doesn’t rain tonight. Thank you very much for responding promptly, Koo.
Meanwhile, another friend suggested using the correct dosage of sleeping pills to drug the dog if he proves to be too snappy, and then, carry him out. I’ve asked this friend to contact Ee Lin directly to offer this alternative.
If all goes well, tomorrow morning, Koo will attempt to rescue the dog out of the drain.
