Looking for the owner/fosterer/care taker of this boy.

This boy came meowing when I open the back door this morning. He has a red collar & is a very friendly fella but he is very very skinny.
On a second glance, his left ear is notched. Gave him some kibbles, didn't want it. Gave him wet food, he ate.
