Since the posting below, the house is almost completely renovated and will be put on the market,we desperately need find a home before the owners decides it fate.

Ralph was spotted in a terrace house. The owner does not live there regularly and relies on the neighbors to feed the dog if at all.
We had a vet visit him and he has had some medication. He was so badly malnourished he can only walk on 3 legs. He was too weak to be xrayed to see if it was fracture. The owner has suddenly made an appearance and is cleaning out the house to sell. We have permission to find Ralph a new home otherwise we fear the owner will have him put down. He is 8 years old and has been able to wander around the neighborhood so is quite tame.
