cmsong, it's not accurate to say PAWS and SPCA "focus on breed dogs as they can collect higher fees for them". Both shelters ask the same adoption fee, whether the dog is pedigreed or mixed-breed. And both shelters focus on dogs that are the most adoptable -- meaning the healthiest and best socialised dogs.

It is fair to say, though, that an older dog is less likely to be adopted and at higher risk of being euthanised, so yes, let's hope someone adopts this dog soon.
