ManekiNeko   Jan 4th 2012 at 2:53PM Tessemmal, why do you assume that the rescuer picked the dog up on the roadside? Also, she has very likely incurred vet bills for the dog's vaccination, neutering, and various other medical treatments. It's reasonable to expect adopters to pay an adoption fee to help with these costs. It may fall far short of full reimbursement, actually.
