lynielime   Aug 27th 2008 at 4:25PM people don't neuter their pets, and when their own dogs have puppies they just drop them off at SPCA or abandon them somewhere. this happens all the time. YES spca neuters dogs.

or sometimes the puppies are found as strays. another situation is that spca picks up a dog that is ALREADY pregnant, and she gives birth at the shelter.
