I'm so glad you got Gigi back in good shape! I suppose the decision of whether or not to give a reward to the man who returned her has to come from your heart and intuition.
Personally, I would be a little bit put off that he ASKED for reward money. On the other hand, he did return your dog to you rather than, say, ignoring it or worse, selling it to someone else. I guess you have to follow what your instincts tell you about this person.

Gigi de Beagle was reported missing on the 13-07-10 (Tuesday) in usj3/4A Subang… there was renovation works at the house, the contractors did not close the front gate fully… 2 dogs belonging to Eelyne and Derek went out unnoticed; Pui Pui a Beagle Cross was brought back by a neighbour but GG wandered off.
15-07-10 (Thursday), Jamie de Beagle was brought in to assist us, once picked up GG’s scent from home; rounded off along usj3/4A & usj3/4B and move towards usj3/4. Within an hour circulating this stretch, she slowed down (GG believe to have been picked up by someone along the road). Howard led another group distributing flyers d2d and did a ride search (on motor bike) at later stage. That night the whole of usj3 andpart of usj4 was covered. Hengs did up the Missing Profile of GG. Shared with Eelynne & Derek what went on during the tracking part, hey did highlight to us on suspecting an Indian lady few houses away from theirs coz had some previous record of luring other dogs to her place. The next day more flyers were printed and additional 1000pcs in coloured.
HAPPY HOUR 19-03-10 (Monday), received a call from Eelynne at 10.18am, someone found and returned GG to her. The person that brought GG home was the Indian lady (Sunday night, Eelynne heard barking that sounded like GG and even went towards the house where she stays but can’t spot the dog). Later the day, a Chinese man called asking for reward money, the question now is, are they both involved?
Congratulations again on getting Gigi back -- it sounds like you did a LOT of work to search for this dog, and I love that you used another beagle to track your beagle! :-)
Gosh, eelynne, I can understand now why you feel unsure about the reward. Was the Indian lady who returned the dog the same one who "had some previous record of luring dogs"? And why does she do that? To keep them safe until owners claim them, or for some less honourable reason? And how is the Chinese man asking for a reward related, indeed? Are they part of a dog-napping ring, hoping to collect rewards like ransom? Or are they dog-lovers who just want some recognition for their time and trouble? I hope one of the PF members who has more experience with lost/found dogs will speak up and give you good advice on this one... :-/
