Neutering is the way to help curb strays.
Adoption is a very serious decision. Think through it seriously. Adopting means you are ready to keep the cat/ dog for the next 10-15 years of your life. There will be grooming n vet's fees to think about besides the food you need to provide.
Also there are walks, cleaning and boarding too.
