I am urgently trying to get some help in counselling my neighbour who tied his dog up to the wall/Pole for approximately a full year with absolutely NO freedom. There is barely 3 feet of clearance between the poor dog on his leash and the wall to which he is tied up to. He has to eat and defecate in the same place and there ar flies all over his small environment. He is a male and is approximately 2 1/2 years old and is a perfect brown guard dog. He is exposed to the direct extremes : sunlight during the day and thurnderstorms and lightning whenever it happens. I also have a male dog living in my compound of 4 years and I cannot accommodate another since I look after my aged mother striken with cancer and hence I have too much on my hands already; I would have loved to take the dog in but I cannot at this moment. Will someone please offer to advice my neighbour on the principles to follow when rearing a dog ? The poor dog -- he needs relief immediately ! Please advice on how we can move from here. The SPCA was informed but no one came though they promised.
