Dog Caged Up 24 Hours A Day (Mahesan Sivakumarans)

Hi Dr.Chan,

These are the pictures of the dog. Below was an email which I composed and sent to the SPCA but there was no action taken. Quite some time after sending out the mail below, the dog ( I named him Max) was taken away by the security guards to another post somewhere nearby as I believe there are many Indian security guards there who were supposedly given the duty to take care of the dog. I visited Max once in a while and brought him food and I found that the new place was properly sheltered and I felt slightly confident that he would survive this time.

About three days ago, I was driving back home and found Max tied up back at the place he initially was. He wasnt caged as the cage was badly damaged. He now is tied up there with the cage as his shelter. The thick plastic covers which I have fixed have all been removed some time after he left. Im extremely worried what is going to happen to him next. I just wish I was staying in a landed property so that I could take him away. The least I could do is to feed him and since he is not locked up, I have been taking him for walks once Im back from work.

If anyone would want to adopt this dog, I will personally deliver this dog and Im 100percent confident that none of the security guards would be even bothered that he is missing. I just want a better life for this dog.

To add on to this, after Max was initially taken to the other post, the security guards brought another dog and caged him up. I understand that there was quite a number of theft cases in the industrial area where the guards are protecting but what can a caged/tied up dog do..??? If the guards take the dog along, then I understand the scenario but this doesnt happen at all. After some time, I release the dog and it ran away.

Subject:Dog caged up 24hours a day.

Hi all,

I have called and reported a case before on this issue but the inspectors claimed that the dog is in good condition. The inspector said that the dog looks healthy and that he cant do anything. The dog is caged up and he is placed at an open area (entrance to a mini industrial site). I wonder the purpose of the dog at that location. Is the dog supposed to guard the area by being in the cage 24 hours a day..?? I even told the inspector that the dog is being caged up 24 hours a day and the inspector asked me backhow do you know..???are you beside the cage 24 hours a day..???…

Well, let me tell you, I cross this mini industrial area where the cage is, everyday of my life day and night and the dog is practically caged up all the time. Not once I have seen him out of the cage. I understand that the dog is owned by the security company which guards the mini industrial area and the apartments I live in. There is a guy (security guard) whom is responsible to take care of this dog and also feed him.

All other security guards are muslims and only this guy,a hindu and is able to get to the dog to feed him. There are many times when the guy just disappears and the dog is just left there with nothing to eat.

-Another thing is that this dog is big he has no place to move around the cage and he shits and urinates in the cage itself. Its sad to see him lying on his on waste, and this happens everyday.

-When it rains, this poor fella gets wet as well and no matter how he barks and barks, he is just left in that cage. The cage is kept under a shed (which is full of holes) but when it rains, he still gets wet because of the wind and rain still comes through the holes in the shed.

-Please view the rubbish gathered around his cage

-Please view the amount of his waste(shit) which has gathered behind his cage. This attracts flies and fleas to his cage.

Actions taken by me 1) fixed thick plastic covers on the sides and back of the cage so that he doesnt get that effected when it rains.

2) wash his urine and shit everyday from his cage so that it is bit more cleaner for him

3) regardless of whether the security guard has fed him, I feed him everyday and provide him with clean water.

Its really very sad to see him in this condition everyday. I really feel this dog deserves better. Please do take proper actions on this issue. If SPCA yourselves cant do anything, where else can I make a complain?. I bet there are so many people out there who would adopt him including me but Im staying in an apartment. If you need any other details, please do inform me. Another thing, please do keep me anonymous as I dont want to land myself in trouble.

I have advised Mahesan that he may to wish to report this to the DVS, but the consequences is that if DVS confiscates the dog (should the guards fail to comply after repeated warnings), the dog would most likely be put down.

Besides the DVS, I do not know of any other authority that can act on such cases. As far as I know, the SPCA can only advise, but not prosecute, so maybe their hands are tied as well.

So it appears that the DVS is the only authority, but one must be prepared for the consequences if one makes a report.

On our part, we have offered to subsidise the medical treatment of this dog, should Mahesan be able to take him away, or should anyone wish to adopt it. Our subsidy policies apply.

Let’s all help by forwarding this link as widely as possible and hope that a good samaritan would offer to take this dog away from his sad and neglected life now.
