Can anyone help this dog? Or anyone here know his owner?

His front leg is broken and swollen since more than a month ago. He can barely walk so he just stand there and sleeps infront of this vacant shop behind Billion Telaga Air, Butterworth. He has a collar, and someone is feeding him everyday. But we hope there is someone who can send him to the vet for proper treatment and adopt him in a secure compound/indoor instead of living near the streets.

If anyone willing to help, please pm us. We will work out his medical bill. Thank u.
