THE Ipoh Society for the Prevention of Cruelty to Animals (ISPCA) has submitted a memorandum on its “Trap, Neuter, Microchip, Release, ” programme to the Ipoh City Council in its bid to lower the stray dog population.
The memorandum was presented to Ipoh City Councillor Datuk Mohamad Raduan Mohd Kasim by ISPCA President Ricky Soong at the city council headquarters on Tuesday.
Soong said the programme, which has successfully controlled the stray dog population in Germany, involves neutering an animal, tagging it with a microchop before releasing it back into the streets.

“We have about 800 microchips, each costing between RM25 and RM30 and will also be giving a microchip scanner to the city council. We have identified three veterinary doctors to do the microchipping,” he told reporters during the submission ceremony.
“We hope the City Council can start a six-month trial period in March next year,” he said.
Soong said entities managing stray dogs on the street are encouraged to neuter the animals.

“Whoever is taking care of any stray dog will need to pay for the neutering operation. It costs between RM150 and RM180 to neuter an animal, depending on size,” he said.
Mohamad Raduan said he will forward the proposal to the mayor as soon as possible.

“The City Council has received numerous complaints about stray dogs. We are happy to get any ideas from all concerned parties on how to tackle the stray animal issue,” he said.
Mohamad Raduan said City Council enforcement officers have been facing some problems rounding up the animals.
“The dogs can smell our officers and run away, making it harder for us to catch them,” he said.

Ipoh City Councillor Mazlan Abd Rahman said the City Council’s focus is to tackle the issue with stray dogs and not pets.

“The City Council welcomes good ideas and proposals that could help solve the issue and to lessen stray populations.
Also present during the handover of the memorandum was Perak MCA Public Service and Complaints Bureau Chief Jimmy Loh, who said all relevant non-governmental organisations should support the effort.

“I also urge the respective city councillors to work together to tackle the issue,” Loh said.
