TNR (M) Program is by far, the most effective and humane way of controlling stray population. In Malaysia, there are a number of animal welfare group that are implementing TNR, same goes for ISPCA, it has been two years since we have publicly promoting TNR, with the support from Majlis Bandaraya Ipoh.
In April 2017, relevant authority from Majlis Bandaraya Ipoh (MBI) collaborated with ISPCA for the first time, to run TNR Program. MBI is the first government-related body in Malaysia that implement TNR.
In ISPCA's TNR Program, the strays are firstly sent to designated vet clinic to be neutered. Markings on ears will be done; Microchips will be inserted and Red Collar Tag will be given before they are rehome or released back to their original locations.
Until today, our TNR program has successfully neutered iver 1000 stray dogs and cats, whereby part of them are being adopted. I still remember, it wasn't easy during the beginning phase of implementation, but thanks to the hard works and efforts of ISPCA committees and volunteers, for keep promoting TNR to the public.
Today, ISPCA notice that many volunteers and animal welfare groups are supporting the program, including some volunteers who are from more remote areas.
TNR will not be a success if it solely depends on ISPCA itself, we hereby hopes that all the kind volunteers, animal welfare groups can continue this effort to make TNR Program a greater success, to do something for the voiceless strays.
TNR 是目前全世界唯一能前效控制流浪动物数量的人道方法，马来西亚也有多个动物福利组织为流浪动物进行 TNR 计划，
而 ISPCA 也向民众和市政府推广 TNR 超过两年。
在 2017 四月，怡保市政厅有关单位首次与 ISPCA 合作一同推动 TNR 计划，
也是至目前为止唯一实行TNR的政府単位。
ISPCA TNR 计划即是将流浪动物送到指定兽医所进行节育手术，耳朵剪记号，植入动物晶片，再配置红色颈帶和号牌，
之后就可以回放原地交由义工继续喂食。
此计划直至今日已经成功为超过一千只流浪猫狗节育和回放，并有部分是被领养。
其实此计划从刚推行时并非想像般顺利，ISPCA 一直不间停地宣传和推动。
今天我们看到怡保多个动物拯救者，团体紛纷响应，包括一些偏远地区的民众。
单靠ISPCA的力量推广TNR计划是不足够，所以我们希望能与各个义工，团体树立共同，综合可 持续合的格局，营造一个合作包容互学互鉴的精神态度，
共同推广和实践TNR计划，帮助無法语言的动物，为牠们的生命做出一份力。
ISPCA呼吁更多的志愿者加入我们的行例。
