I had heard from Andy Lew during the SPCA WAD event that flat-dwellers in Wilayah Persekutuan are now allowed to keep dogs.
Yesterday, Andy forwarded a copy of the by-laws to me.
It is entitled “Licensing of Dogs and Kennel Establishments (Federal Territory of Kuala Lumpur) (Amendments) By-Laws 2011″, published on 30th September 2o11, Ref No: P.U. (A) 333.

It is currently Item No.74 on Page 5, but the numbering may change as more documents are uploaded.
I have just read the document and it says, subject to certain conditions as stipulated, flat-dwellers in Wilayah Persekutuan may apply to keep small dogs in their flats.
If you open the said document, on page 11 (BM version) and page 29 (English version), you will see Item 11: New By-Laws 8A, 8B and 8C.
By-Laws 8A reads:
Small dog in flat
8A Subject to by-law 3 and notwithstanding paragraph 8(2)(b), the Commissioner may allow one small dog to be kept, harboured and maintained in a flat.
By-law 3 states that the dog must be licensed and the license is only issued upon the dog-handler completing a course and the dog having passed the “Good Canine Citizen” course. Subsequently, the dog must be microchipped.

UPDATES at 4.25pm – A reader has commented in this post (pls see below) that the by-laws clearly states no pets are allowed in apartments. This could be a newer set of by-laws which I am not aware of.
As far as I know, the LAW (not by-laws) states that no pets are allowed in apartments. The above by-laws was issued only on 30th September 2011, which, to me, is quite recent. Perhaps they have changed the by-laws again since this reader is sure all pets are not allowed in apartments.
For those who are interested, please verify with the relevant authorities.
A friend has checked and said under the new by-laws, dwellers in WP could APPLY to the Datuk Bandar for an approval to keep a small dog. Perhaps it is on a case-by-case basis.
