WHY HDB’S CAT BAN SHOULD BE LIFTED

After the recent Project ADORE height and weight change to allow more dogs to be HDB-approved, many expressed frustration that cats are still not officially allowed to be kept in HDB flats. We hear you! The SPCA has, for a few decades now, been asking for the ban to be lifted and we will continue to do so.

In a recent CNA interview (link below), we lay out our position and explain why the ban does more harm than good. The interview also covers other aspects of the pet industry in Singapore.

We also wrote to The Straits Times Forum page to express our views, stressing that we need to work as a community on this issue:

“ST Facebook user Annette Elisabeth Phua raises a relevant point. The Project ADORE change for dogs did not happen overnight. It took years of lobbying and education to achieve the change. Ultimately, what led to its implementation and success was a strong partnership between government and animal welfare groups, a focus on the needs and sentiments of HDB residents, especially those who do not keep pets, and the support of a responsible pet-owning community.

We are confident that with a similar approach, a change in the rule for cats can be achieved. This result would not only put at rest the anxieties of the many cat owners out there but with accompanying education and awareness efforts, will help to promote responsible cat ownership, thereby reducing cases of nuisance and the street cat population. The SPCA will continue to work with the authorities on this issue in the hope that one day, cats will be officially permitted to be kept in HDB apartments.”
