I received this a few days ago, from Tati Ambia:
I was informed by a college student from KL today who was in Malacca in February and last month for holidays. She stayed at a hotel and behind the hotel there was a row of shop houses. One small Rotweiller puppy was chained in front one of the shops and is left there with no food or water, under the rain and son. The chain is very short, so the puppy cannot move around and is standing on his own poo or urine. She tried to take pics with her phone, but the photos are blur.
I don't know anyone in Malacca. If you know anyone, could you kindly please ask them to help or ask somebody to help save the puppy. According to this college student, back in February, she saw the puppy being skinny and looked like 'skin and bones'. She tried to contact SPCA Malacca but they ignored her.

So I contacted my friend, Catherina, who is in Malacca, and Catherina and her friend went to search for the puppy:

I attached herewith the photos i took this afternoon.
1st pic - the doggie trying to hide under the shade, near to the kennel. She is not aggresive or fierce at all. She does not even bark at both of us.
The chain is obviously too short for him to walk to the shade next to the kennel. We thought of loosening the chain so the doggie can move freely but we scared that the owner might got a shock when they see her or maybe she will act aggresively. The doggie is a female.
My colleague said she saw a big bag of dog food.
When we were there, taking photos my colleague told me there was a lady staring at us from the opposite i.e. same row as the Hotel.
What should we do next? She is someone's dog. She is a bit under weight for a big dog like rottweiler. Her eyes look weird too, not normal.
I hope we got the right dog, as we cannot see any other rottweilers nearby. If this dog is not the one, then our next mission is to find the correct puppy.

Here's what I would recommend for a concerned animal-lover to do:
Write a nicely worded and polite letter and drop it into the postbox of the owner. Then wait for change to happen. It if doesn't happen, consider these options below:
1. Talk nicely to the owner. (Be prepared to be told off, though.)
2. Try the SPCA again. They are the authority on cruelty issues.
A LAST RESORT: Report to the DVS; but this would mean warnings followed eventually by confiscation and possibly, euthanasia, if the owner does not heed the warnings.
I once saw a pedigree cat being caged up in a tiny enclosure outside the house and she used to cry day and night until her voice got hoarse. I wrote a polite letter to her owner, dropped it into her postbox and that evening, the family took the cat inside the house. I assume all was well after that as I stopped hearing the cat cry, though I can't be sure what happened to the cat after that. I heard later that they kept the cat for breeding purposes. Poor thing...
Whatever it may be, while punitive measures work, I would prefer to settle things in a nice way first - that's always better for both humans and animals.
I have communicated with Tati and she will do the necessary.
