OUR YEAR IN REVIEW INSPECTORATE
We investigated a total of 776 reports of alleged cruelty including neglect and abandonment in the last year. Besides cases involving the outright harming of an animal, we attended to cases concerning general pet neglect, insufficient veterinary care and attention, or alleged abandonment.
We counselled owners to improve conditions for their pets where necessary, offering advice and support. Solutions often had to be worked for the benefit of the pet and the pet owner. Follow-ups were carried out to check on the condition of the animals, and these continued until improvements were made.
Reasons often cited for cases of neglect include the animal destroying the house, or that it cannot be toilet trained or that it is too active. We often see cases where the animal is then left unattended in a cage or in a corner of the home.
Animals deserve our respect and should not be subjected to prolonged periods where their freedom to move about is denied and their well-being compromised.
As the SPCA has no legal powers of enforcement, in cases where conditions failed to improve, we referred the cases to the Agri-Food and Veterinary Authority (AVA).
What should you do if you witness an act of deliberate cruelty resulting in injury or death, or abandonment of an animal?
Take the following steps :
1. Call the police at 999 immediately and also inform us on our 24-hour hotline 6287 5355 ext 9.
2. Take pictures or video footage of the suspect, if it is safe to do so. Note any distinguishing features of the person and clothing/accessories worn or vehicle number.
3. If the animal is dead, do not move the body. Note the exact location (street name, buts stop number, lamp post number etc).
4. Take pictures of the animal and the surrounding area. Forward all images and video footage to inspector@spca.org.sg.
5. If the animal appears to be in urgent need of attention, please dial our 24-hour hotline 6287 5355 ext 9.
