The Postal Service And The Mysterious Disappearing Act

To all applicants, please be informed that during this near-Raya (as well as post-Raya) period, the postal service is exceptionally slow and not so reliable. Some of the Pos Ekspres mails has taken as long as 5 days to arrive.
The strangest incident is one where the applicant had posted her application by Pos Ekspres on 23rd June and the pos.com.my tracking showed that the item had been delivered on 24th June. However, we did not get the item until today (29th June). This creates a problem and possible misunderstandings because as far as the applicant is concerned, Pos Malaysia says the item was delivered, yet we did not get it until today.
The applicant wrote to us on 27th June wondering why she has not received the aid. We replied to say we had not received her application yet. So we asked her to get either a duplicate receipt or a letter from the vet verifying that receipts had been issued to her and to resubmit them to us.
Here’s where it is very important to please keep a photocopy or clear photograph of the receipt(s).
Finally, we received her application today and the aid has been paid out.
Then there is yet another stranger case: Another applicant had hand-delivered her application and placed it into our mailbox on the night of 25th June (Saturday). She wrote to inform me and I said I would check the mailbox only on 27th June (Monday).
On 27th June, I went in the afternoon to check and her mail wasn’t there. I even emptied all the contents from the mailbox to check. So I informed her and she insisted that she had personally placed the mail into the mailbox. I went again thereafter to check in the evening and emptied the entire mailbox again and yet her mail wasn’t there. I even looked around the area in case anything had fallen out. There was no mail from her.
On 28th June (Tuesday), I went again in the morning to check and her mail wasn’t there. By then, I had already given her the option of resubmitting. Later that afternoon, she sent her son to our mailbox and would you believe it, her son said the mail WAS in the mailbox! So I went to check and yes, it was there this time!
I couldn’t possibly have missed her mail because the mailbox is small and I emptied the entire mailbox to check all its contents – THREE TIMES.
The mailbox is THIS small. How could I have possibly not seen her mail?
The only possible explanation here would be that someone had mistakenly taken her mail and coincidentally placed it back after I had checked three times, just in time for the applicant’s son to reach the mailbox and find the mail there!
So very, very coincidental!
It’s been very stressful this period, with mails being delivered late and strange occurrences happening. Quite a number of applicants have been writing in asking why they have not received the aid.
Please know that we pay out all aids on the same day we receive the mails, so if we are late, it means we still have not received your mail. Please also know that the postal service has been known to be slow pre- and post-festive seasons and sometimes, they also deliver mails to wrong addresses.
I hope this craziness will end soon. It’s really been very stressful.
By the way, we are still receiving applications sent by ordinary mail where insufficient stamps have been used. If you are still using ordinary mail, could you please put sufficient stamps? Sometimes, 60 sen isn’t enough because of the weight.
