Dear Dr Chan
My name is Azmaliza Idrus. I would like to apply the subsidy for a female stray cat named Mika.
Mika and a few cats are seen loitering around parking area at Institut Penilaian Negara (INSPEN), mixing with other strays that i feed daily.
I would like to neuter and release her so that she can roam freely with other strays.
