An Appeal To Non-Compliant Applicants

 


Lately, we have been receiving many non-compliant applications (permohonan yang tidak mematuhi syarat-syarat yang tertera di dalam polisi kami).

For the information of all supporters and well-wishers of AnimalCare, while we have the option of outright rejecting such claims, we still do not do this. Instead this is what we do:

1. Email, send smses or whatsapp messages or call the applicant to ask for clarification on why she/he could not comply with our requirements.

However, our emails, smses, messages or calls are often not responded to. All calls and smses are from my own personal phone. And with so many applications to deal with every week, it does use up my own personal phone charges too quickly.

2. When the non-compliant applicants are finally reached, some are apologetic and offer to make amends to comply with our policies. However, they are unaware that it may be too late as we also have a deadline (of 2 weeks) and this does not help when the applicants already post the applications late.

While some are apologetic, some are not. The latter claim that “they did not know” (or they were “too busy”). However, the policies (in three languages) have been sent to them on the outset. We would think that the onus lies on the applicants to please read the policies or get someone to read them to him/her.

The funniest thing is that we often have no problems at all with the non-literate applicants. They, we have noticed, will take special care to ensure their applications are spot-on compliant. We normally have the biggest problems with university students and professionals. I fail to understand why this is so and it does saddens me tremendously.

3. We give non-compliant applicants one chance and we pray that the next time they apply, they would please comply. It really isn’t so difficult.

Being “too busy” is, sadly, quite unacceptable. Who isn’t busy, we would like to ask.

Please do understand that I have to liaise with our committee and auditors to appeal for your non-compliant application and I also have to use my personal phone to contact you. As you know, AnimalCare has zero operational charges and we ensure every single sen goes to the animals. While we are all volunteers and we readily absorb all expenses incurred in the running of this society, may I still make a personal appeal to all applicants to please comply with our policy requirements? I do not have an “AnimalCare phone”, so I have to use my own phone to do all this, but in reality, I should not have to call anyone at all (if everyone would just read our policies and comply with them). As you know, phonecalls on the handphone are charged per 30 second blocks. It works out to quite a tidy sum each month. And while I don’t mind communicating through whatsapp, not everyone has whatsapp.

Believe me, we truly want to help you, but we hope (and pray very hard) that you will also help us by complying with our requirements. Is it really so hard to ensure that the vet signs and stamps the receipts and for you to provide us with the photo collage?  And is it really so hard to post the application on time?

Some have complained that our procedures are too difficult (and complicated) and have chosen to apply elsewhere. That is really good to hear – that you have elsewhere to seek financial help.

But for those who wish to continue applying for our funds, below is the type of receipt we require. This is a receipt submitted by Ms Wong and she does not read or write English, BM or Chinese. But she has made the effort to ensure all her applications are compliant with our policies and when photos are unclear, she resubmits the photos within minutes. Her applications have never been late as she uses Pos Ekspres and she posts them immediately after the procedure is done. Ms Wong rescues many cats (and sometimes, dogs) in a week, she does physical adoptions over weekends. So whether one is “very busy” or not, pretty much depends on one’s ability to prioritise and manage one’s time, does it not?
