We refer to the recent press report (MyPaper, 11 March 2015) stating that a community cat had been found allegedly abused, on Thursday 5 March, in the vicinity of Blocks 219 and 220 Ang Mo Kio Avenue 1.

For the record, SPCA was alerted to this case on Friday, 6 March 2015, by Ang Mo Kio South Neighbourhood Police Centre, Ms Tan, the finder, having lodged a police report on the incident. Our Inspector arrived at the location shortly after, but after making contact with Ms Tan, permission was not given by her to view the cat, or to take it to our clinic for a veterinary examination (and then to the Agri-Food & Veterinary Authority (AVA) for an official post-mortem). She wanted to bury the animal herself. As much as our Inspector had tried to persuade her in the best possible way, to allow us to view the body or pass it over to us, she declined.

In the absence of any physical evidence to work with, it is very difficult to take this case further.

In order for perpetrators in animal cruelty cases to be apprehended and prosecuted successfully, eye-witness evidence is crucial, as is the physical evidence.

We urge members of the public, who witness any act of animal cruelty (including this case), to contact us as soon as possible on our 24-hour emergency hotline 62875355 ext 9. Witnesses are strongly advised to take pictures and if possible, a video-recording, if it is safe to do so (These can be submitted to inspector@spca.org.sg). Witnesses are requested to remain at the scene with the animal(s) until the SPCA and/or relevant authorities (the police/AVA) arrive.
