Legislation for animal welfare has been strengthened in Singapore, with the passing of the Animals and Birds (Amendment) Bill in Parliament earlier this week. Two significant amendments announced are harsher penalties for those convicted of cruelty to animals, and a duty of care to be imposed for all those in charge of an animal.
SPCA joins in welcoming these landmark changes, as these were included in our proposal for legislative reform (Animals and Birds Act, Part IV, the “Prevention of Cruelty to Animals” sections 42 to 44) to the Ministry of National Development (MND) in December 2011, prior to the formation of the Animal Welfare Legislation Review Committee (AWLRC) in April 2012.

We are grateful to the MND and the AWLRC, for considering SPCA’s recommendations for what has now been passed as law.
It is hoped that the authorities will now have more bite in terms of enforcement.
