Do they deserve to be treated like this?

The shih tzu was brought in by a good samaritan on July 19. It was infested with maggots - half the face gone and blind in one eye. SPCA had to put him out of his misery.

The rottweiler was picked up by SPCA inspectors on July 20. It was tied up with a heavy chain and fastened with a lock weighing over 2kg. There's a deep cut wound infected with maggots around his neck - probably caused by the chain. Can anyone help identify his owner? Please call SPCA 04-2816559 during office hours.
