Xiao Huang, Hit-And-Run Dog-Victim From Johor (Serene Tan Yiwahs)

Dear Dr Chan,
I was refer by Petfinder.com to write to you, to apply for medical fund to help this 3-4 months old male puppy.
His name is Xiao Huang. Xiao Huang is another helpless hit and run victim. It happened on yesterday at Saleng, Johor. A kind hearted old man witnessed the whole incident. When he got near to Xiao Huang, he was so terrified, traumatised and trembling. The old man quickly rushed Xiao Huang to the vet. Test and x-rays showed that there was severe spine injury on both of his hind legs but fortunately no internal bleeding or organ injuries. The vet suggests that Xiao Huang to have joint back surgery as soon as possible but the medical bill would cost approximately RM3500. The old man couldn’t afford to pay such a high medical bill and therefore he decided seek for our help. After the surgery, Xiao Huang will have the chance to stand and run again.
We have already paid RM1000 as the deposit to the vet. For any enquiries regarding to Xiao Huang, you may contact the vet in charge (names of vets withheld).
Please refer the picture that I’ve attached for your reference. We need to raise the fund urgently, hope you can help us. We would appreciate in any help that youve made.

Dear Dr Chan,
Thank you for your quick reply. Ive read the policies.
From the x-rays result, the vet had told us that both of his hind legs had broken into 3 parts. They will have to performed surgery to insert pins to let his bones to grow and join back together. The vet has to performed the surgery twice, one leg at each time to prevent lost of blood as hes still very young. He might need approximately 3-6 months for him to get recover and to stand up again.
After the puppy had discharged, the old uncle had promised that he will take care of the puppy till he had totally recovered before we put him out for adoption.
As I was mentioned to you we in my email would be one of my friend and I that happened to meet this old uncle in the vet clinic.

At the same time, Serene Tan had also applied to PetFinder.my and SCRATCH for medical subsidies. Since the three of us work collaboratively to prevent over-subsidy, we pledged a maximum of 60% subject to a maximum of RM500 from each organisation.

Dear Dr. Chan, Nerq and Scratch,
Heres the latest update on Xiao Huang.
He had undergo the first surgery on Monday. Overall, hes condition looks good and does not have any side effect yet. He will be going for the second surgery on tomorrow morning. The vet said that hes a brave boy so hopefully everything goes well for him. If everything goes smoothly, he might can be discharged on this coming Sunday.

We wrote to Serene and asked if she is also sourcing funds from other channels. It is written clearly in our policies that if an applicant is also sourcing funds from other channels, she or he must disclose this fact to us. We do not want a case of over-subsidy or multiple-claims from happening. That is our responsibility towards our donors.

At the same time, SCRATCH also discovered the same facebook link and SCRATCH wrote to Serene as well.

Hi Nerq and Dr Chan,
Yup. Its true that the fund collected was RM2100.
As per mentioned that Scratch, Petfinder and Dr Chan are willing to help us RM500 each but it is not enough. RM1500 + RM610 (which our we have collected so far).
Im would like to apologized that I did not mentioned that we are still trying to raised fund through Facebook. We are really in need of this fund. We have no means to hide anything from you all. Kindly consider on this matter.

This is written in our policies:
Our subsidy assistance is open to individualNEEDYcaregivers of street animals.
NEEDY = Those who have no means of raising funds on their own.

Our maximum subsidy for MEDICAL TREATMENT:
50% of the total cost for treatment subject to a maximum of RM500 (per animal) if you only apply to our fund.

If you are going to or have already applied to other funds or are raising funds through other sources, kindly disclose this fact in your communication with us and on the form.In such cases, the subsidy amount may be revised accordingly or we may not subsidise at all. Failure to disclose this fact amounts to dishonesty and you may be barred from receiving help from us.

I reminded Serene about our policies and sent the above to her.

Please accept my deepest apologies for my mistakes in regard to my oversight in reading the policy. It was not my intention to create such an unhappy situation of not disclosing the fact that we are raising funds through Facebook. My main intention is just purely to raised fund for poor Xiao Huang.
Again, Im sorry for what had happened that had caused disappointment in your kind effort. Lastly, Im really appreciate your kindness and care towards Xiao Huang.

There has been no further updates on Xiao Huang from Serene Tan.

If Serene has raised enough funds from Facebook, we hope she will let us know so that we can reserve our hard-earned funds for other needy caregivers who do not have any means of raising funds on their own.

We would like to request all applicants to read our policies and understand it clearly before making an application. If you are able to raise funds on your own, please disclose this fact to us. If you are in the process of raising funds, please at least let us know how much you have raised before we ask you.

We would also like to request our readers (especially Facebookers) to be our “eyes” and let us know if you know that any of our applicants are raising funds elsewhere. Despite us sending our policies, some may not read and may not be aware of our rules.

As far as I know, Facebook has been a very effective channel to raise funds and very often, those who make an appeal are able to raise up to 100% of whatever is required. If you are internet-savvy and are able to raise funds on your own, please do not apply from us anymore. Let us use our funds to help those who are really in need.

We do not want a case of over-subsidy and multiple claims because animal charity will lose its credibility in the eyes of the public if that happens.

The animals will eventually be the biggest losers.
