Our Revised Multiple Fund Policy

 


Each time some form of abuse or suspected abuse happens, it is a red alert for us to revamp the way we do things so as to prevent a repeat of such a case. As explained in the earlier post, we owe this to our donors and also to preserve the credibility of animal charity.

The last time we did a major revamp was when a certain rescuer created a huge misunderstanding between a vet in USJ and us by removing a kitten that was being treated there (while the vet was not looking) and bringing it to to our panel vet, claiming that we provided a (cheaper) rescue rate. The first vet called up our panel vet questioning why we were undercutting his business and this created a most unpleasant misunderstanding among the three parties. I had to personally meet the vet to explain things and yet, my explanation wasn’t quite accepted. The damage had already been done.

What we did after that: We did away with panel vets, and good things actually came out of that. Rescuers could now choose whichever vet they preferred and our (former) panel vets did not have to provide any rescue rate anymore. Pay the full rate, but you may apply for a subsidy from us. Without the need for panel vets, we then extended our subsidies to rescuers in the whole of Malaysia. We could also sleep better at night with a clear conscience because we were no longer asking for any rescue rate. Vets have to make a living too. They are not the ones doing charity. We are.

I believe behind every cloud, there is a silver lining if we choose to look at the positives.

This round, we have a case of suspected dishonesty of doing multiple claims, so we have debated over how we can prevent this from happening or at least, reduce its incidence.

The first thing we did was to contact KL Pooch and MDDB if they would like to work together with us. Both have replied in the affirmative. The only collaboration we are seeking is that we inform each other about all the medical claims we are dealing with and how much we are subsidising. This measure is to prevent the case of over-subsidy and multiple claims being made without the knowledge of the other organisations.

We already have a collaborative arrangement with Scratch and PetFinder prior to this and that arrangement stays.

On our part, we have this revised Multiple Fund Policy, effective today (19th May 2012):

Application to multiple funds/organisations
1. If you are going to or have already applied to other funds for any particular case, kindly disclose this fact on our form and in your communication with us. Failure to disclose this fact amounts to dishonesty and you may be barred from receiving funds from us in future.

2. For multiple fund claims, our subsidy amount will be revised accordingly:

a. We will contact the other organisations which are also subsidising your case, and obtain the amounts pledged/raised by them. We will then inform you how much we are able to subsidise. (please see **)

b. If the fundraising by the other organisations is still ongoing for this case, we will not be able to pledge any amount.

c. If we fail to obtain information of the amount pledged/raised from the other organisations for this case, we will also not be able to pledge any amount.

d. Our 2-week deadline for the submission of the receipts holds.

**Our subsidy only covers medical treatment.

We will not subsidise the following:
a. Euthanasia
b. Spaying of a pregnant animal
c. Extended boarding and/or food during this period*
d. Accessories (shampoo, collars, bowls, toys, baths, grooming, nail-clipping, etc.)
e. Petfood to be used after discharge
f. Any procedure deemed risky, hazardous or unnecessary for the animal

*”Extended boarding” refers to boarding after the animal is fit to be discharged or boarding that is unnecessary. We retain sole discretion to decide if boarding will be subsidised.

“Medical treatment” includes surgical procedures, medication, vaccination (only if it is for the first year). Please submit your itemised bill/receipt and we shall inform you exactly what we can and cannot subsidise.

In general, every application will be considered on a case-by-case basis and depends on fund availability. We retain sole discretion to decide whether or not to provide the subsidy (without need to provide reasons for such decision).

Why we do not subsidise extended boarding

REASON 1: So that your animal will not be exposed to diseases, if any, in the clinic environment.

REASON 2: Your animal, once declared fit to be discharged, is better off being fostered by you at home. Many clinics do not have 24 hours monitoring.

REASON 3: The boarding space at the clinic is meant for sick animals. We should be considerate and not deprive a sick animal of the needed hospitalisation.

If you are unable to foster the animal yourself, may we suggest that you seek the help of fosterers (but please specify the duration required and honour your word) or place the animal in boarding houses whose purpose is specifically for boarding and not treatment of illnesses.

In the case of Jenny the tripod dog, Mei Leng discharged her after the amputation and since she could not foster Jenny herself, she boarded Jenny at a boarding house in Puchong where Jenny became good friends with the resident cat!
