Help Needed For Two Cruelty Cases (Teresa Chians)

Dear KY,
I have called SPCA and emailed MDDB but no respond on what can be done thus far. Can you please highlight these cases on your website so that I can get some suggestions on what to do please? Appreciate your suggestions. Thank you.

Case 1 is in house (address withheld in this post).
On April 12, the owner called me to help her male black mongrel who got into a fight when he was out roaming. He sustained injuiries on the left ear. Apparently, the “fight” happened two weeks ago. So when I saw him, the ear had already swollen into the size of an apple and was heavily infested with maggots. The flesh started decaying and the rotting stench was unbearable.
I managed to convince owner to let me take the dog to my Vet at their expenses. We waited for two hours for the Doc and his assistants to remove the maggots. Dog seem to be better but must follow-up with medication. Two days ago, I visited the house and the dog seem to be back at square one. This time, I urged to owner to send the dog themselves but they turned a deaf ear. Even refuse to speak with me. I have a bad feeling that they might consider letting the dog rot in their house compound or throw the dog somewhere, like Bukit Gasing.
The dog still has hope. He is eating and shitting well. Wags his tail when he sees me, a stranger. Very good temperament. Can you please send someone who speaks very fluent Cantonese to pick up this poor fella? I can guide your assigned person to this house.
Case 2 is in Section 18/11 park.
(near Jalan Templer KTM St, Old Klang Rd)
On April 22, I spotted a lone male German Shepard tied to a pole in the Children’s Playground. The dog is very, very skinny but he eats and shits well. Wags his tail when he sees me, a stranger. Very good temperament. He is left under a huge tree, at the mercy of the sun and rain. Spoke to the owner (an Indian national), he said he feeds him twice a day and brings the dog in to sleep with him. He also mentioned that the dog is 8 months old and he intend to give it away and that he is getting another dog, a Rottweiler.
These are lies because I have been feeding and walking the dog every nite between 12am – 1am. Dog is tied there all day long, with only some water. He should be in a loving home!
These two cases calls for immediate and urgent action. The owner in case 1 just texted me and said they won’t bring the dog to the Vet but will ‘settle’ it.
Please let me know what is the appropriate course of action. Thank you very much.

My thoughts are below.
First, to clarify, we are not an authority on cruelty. The SPCA plays an advisory role in this. The DVS is the only authority that can prosecute but as I have highlighted many times, reporting to the DVS may be detrimental to the animal. If found guilty, the owner may be fined up to a max of RM200 while the animal(s) will be confiscated and this usually means they are euthanised.
In both cases, since these dogs have owners, the only things you can do are the following:
1. Talk to them again, and hope for a change for the better.
2. Offer to take over the dog(s) from them, send the dog(s) for treatment (you may claim a subsidy from us), rehome the dog(s).
3. Your last ditch option, surrender the dog(s) to any shelter you feel comfortable with, if you cannot adopt them yourself.
If you feel any of the above is better than leaving the dog(s) where they are now, then please do them. We can help with a subsidy in (2) provided you have taken over the dog(s) from the owners. We can help advertise the dog(s) for rehoming but no guarantees.
I will publish your appeal, but the addresses of the two houses will be withheld. Readers who are interested to help will contact you directly and you can then make the necessary arrangements with them.

UPDATES at 7.21am – I have spoken to PAWS on both cases. Provided Teresa can take over both dogs from their respective owners, PAWS is ready to take over Case 2 immediately. For Case 1, the dog has to be treated first. We will provide a medical subsidy based on our rates and after the dog is declared fit and healthy, PAWS is also willing to take over the dog. Now, what is left is for Teresa to take over the dogs from the owners. We will wait for Teresa’s response.
UPDATES at 12.24pm, from Teresa Chian:
Thank you, thank you KY…I am trying to rehome the Shepherd today because there is no way I can leave him in the park any longer and with Case 1, I am getting somebody to help me remove the dog then board him at the clinic for treatment. Then surrender to PAWS. Please let PAWS knows that I will bring the dog from Case 1 after he is declared fit and healthy. Thank you.
Looks like all should be well now. We have offered our 50% subsidy for Case 1.
