Tan Hwee San, a university student, wrote to me sometime back saying they are starting an animal welfare society in their university. I do not know if this society has materialised, but she wrote in requesting a full sponsorship for a dog her team rescued recently.
From Ms Tan:
Dear Dr Chan
My name is TanHweeSan. Student from UTAR Kampar. I contacted with you before as the Sunsuper dream competition last time.
Me and few of my friends are currently doing rescuing job to helps the stray animals within Kampar Perak area.There is one rescued female puppy with us which name Nini is being infected by blood parasite. She is currently hospitalizing in Ipoh. She has been stayed 4 days there since 10/4/2012 and vet told that she can come back to me tomorrow which is 14/4/2012.
On 10/4/2012 around 12.30am, I found that her mouth bleed, and I thought it was the cause of normal puppy tooth drop. But after that I found that there was something wrong on her as her blood keeps bleeding non-stop from mouth. And also red spots appear on her skin, it looks like bleeding under the skin. I found it abnormal, so I brought her to clinic immediately in the next day morning.
Vet found that her blood cells have only 6 out of 200 after they done a blood test on her.
The medical bill of her becomes a big burden for us as students. The vet did estimation for her medical bill for us, it will be around RM350.
So I am writing in to ask the help from Dr Chan. I understand that the policy of animal care is only will subsidize 50% of the medical bill,but few hundred is really a huge number for us as students. We are just students and our abilities are too limited. So is it possiblefor us to get the full subsidy for the medical bill?
I hope Dr Chan can understand our situation and make an adjustment on the policy for us.
I sincerely hope that Dr Chan can allow my request, help us on our rescuing jobs.

My reply to Ms Tan:
DearHweeSan,
A part of doing rescue work is making the effort to source for funds by yourself and not relying on others to sponsor your work. We have many students applying for help over here in the Klang Valley and some are secondary school students. They abide by our 50% policy as well. So do the homemakers and retirees who have no income at all.
So, I’m sorry, but we cannot give you 100% sponsorship as our policy applies to everyone.

Today, I received the application form from Ms Tan and a receipt dated 13th April, and it was couriered to me, just barely making our 2 week deadline. On the form, Ms Tan has applied for 100% subsidy again.
I wrote to Ms Tan to enquire why she is applying for 100% again despite our agreement that the subsidy is only 50%, she claimed that she did not know how to fill up the form.
This is why we have changed our forms. Apparently, many young people do not know how to fill up our form. I hope the new form will not give me such headaches again, which is a waste of time and energy with emails going back and forth. I have many claims to settle in a day. Today itself, I received a total of 13 claims and if for each claim, the forms are not properly filled, you can imagine how many emails I have to write, calls to make, and how much time this is going to take.
We have reimbursed RM167 for the RM334 bill, which is 50%, as agreed.
We pray our new forms will be easier to fill.
