As a follow-up to this case, Martin Lui Seong Yun has contacted Jenny and was told she only needed the rest of the subsidy for the bill since we are only subsidising 50% up to a maximum of RM500.
Martin has offered this:

Hi Kah Yein,
I have received this text message from Jenny. Verbatim quote below.
Hi thanks Martin for your offering, the dog is still there I cant send it to vet right now base on 2 issue, 1. Im late to my work, had over slept, 2. Financially, Im not affordable to pay the medical fees. If you/your friend could please help, Id search the help from Dr. Chan but they only subsidize 50% and MDDB is not responding. Sorry for late reply.

The request for help appears to have changed from physical assistance (to carry the dog) to financial assistance for the vet fee.
Notwithstanding the moving goalposts, Im still willing to help since the core issue is a dog is hurt and needs veterinary aid. However, since I do not know who Jenny is, Im reluctant to give the money to a stranger. Would it be possible for me to donate to you (a donation specific to this dog which will cover the unsubsidized portion of the vet bill), and you in turn transmit the funds to Jenny using your normal process (and due diligence)?
Please let me know.
Rgds

From her reply, and your email, it looks like she does not want (or cant) be responsible for the dog during and after treatment.
On my part, while I can help financially, I live in a building which doesnt allow pets. And Im concerned about what would happen to the dog after treatment. Returning it to the Kuchai area seems like a non-starter given that the abuse happened there. Ideally after treatment it would be fostered by someone (Id even be willing to pay for the food consumed during the foster period) pending adoption, but is there someone who would foster the dog?

I asked Martin if he was willing to sponsor the rest of the bill, and we will blog for a fosterer for post-treatment. I’ve also told Martin not to bank in any money yet until I receive the itemised bill from Jenny.

Hi Kah Yein,
Yes, please blog to see if a post-treatment fosterer can be found. I will pay for upkeep during the foster period.
I will text Jenny to say that I will sponsor the unsubsidized portion of the vet bill, subject to her providing you with the original itemized receipt. This means that it would be her responsibility to take the dog to the vet. Do you think thats reasonable?

We thank Martin for his very generous offer and now, even Ms Phong has offered to share the bill with Martin.
Now, we need to look for a post-treatment fosterer first. If you are able to help, kindly contact Martin atMartin Lui Seong Yun<LuiSY@ocbc.com>.
Jenny cannot be contacted, so I’ll follow-up later and update everyone.
The dog now needs to get to a vet, and we need to get a fosterer or else, there is no follow-up for the dog after treatment and it looks like Jenny is not going to take responsibility for the dog.
