On 27 October 2023 at 2:15am, the SPCA was alerted by a concerned member of public about a dog found at the foot of an HDB flat in Bukit Merah View. The feedback provider observed that the dog was wrapped in a red carpet, shivering and suffering from an extreme skin condition. The SPCA attended to the case within the next hour and will continue to provide the dog with utmost medical care and attention.

Upon physical examination, the dog is estimated to be 8 years old. She has severe chronic dermatitis, and her skin is infected to the point that there is pus all over her body, emitting a pungent smell. She is also unable to walk properly, has impaired vision, and might be completely blind. It is highly likely that she has been living in a neglected state for a prolonged period. The SPCA has classified the case as severe neglect and escalated it to the authorities.

Under the Animals and Birds Act, individuals found guilty of cruelty to animals (including abandonment) can face a jail term of up to 18 months and/or a maximum fine of $15,000.
