Help For A Baby Bird

Someone wrote to me asking if we could take over a featherless baby bird that fell through his window last night. He has given it some bread and milk and doesn’t know what else to do.
I explained that we are not a shelter, so we cannot take over any animals. But I called the local shelter and they said they too do not take in birds.
I remembered previously that I was advised to consult the KL Bird Park for bird cases as they have all the experts, so I’ve advised this person to contact them.

UPDATES at 3.06pm – The rescuer called the KL Bird Park but was told they do not handle such cases. He was directed to the Wildlife Department instead. Meanwhile, he is feeding the bird oats mixed with water. I’ve just got some advice that chicken feed (purchased from the wet market) mixed with water into small blobs can be fed to young birds. Apparently, milk should not be given.
Time-tested tips from Megaa:
Soak rice grains (uncooked rice) in water over night, take some rice and chew in the mouth, it has to be a little pasty and not too watery or dry, then feed like how a mother would feed it. with the tongue make a tiny roll or a long shape and slightly push it towards to the bird’s beak. it will open it’s mouth if its a big bird, its relatively easy, if its a smaller bird need to work a bit harder. but before chewing the rice one must make sure they have brushed their teeth and washed their mouth, notwithtoothpaste or any mouth wash, just with plain water and tooth brush. my dad used to feed baby birds we have found, one of them was wild myna which stayed with us for 3 years.
