Updates on “the case”:
The Kawan is acting as middle-person to apply for help for the hoarder.
Initially, there were 30 dogs, but we found out 18 had died from distemper, so there are now 12 left.
Our first offer is to get these 12 vaccinated to protect them from further outbreak of any disease as the hoarder keeps bringing in animals from the street.
We were also given the address of the dog shelter where these 12 dogs are located, and I have informed the Kawan that our volunteer will be travelling up to visit the place.
Subsequently, the Kawan said there are actually 27 dogs but they are placed in 5 different locations. And they are now applying for vaccination for 27 dogs instead of 12.
We cannot approve anything further without a visit, so our offer has to stop at the 12 dogs (2 vaccinations, one month apart).
In the first place, the hoarder doesn’t even qualify to apply for help as she does not satisfy our requirements. We are only thinking of those poor 12 dogs and we don’t want them dying of another distemper outbreak.
The Kawan, if you remember, also has her own shelter, but she does not qualify for any subsidy as she supports an illegal breeder and she also intends to breed a pedigree dog. She had applied first.
Both of them do boarding of animals as a source of income.
Since we have given our word to help these 12 dogs get the basic vaccination, here’s what we have done:

2. We have sourced for a vet in that town who is willing to help out by vaccinating all 12 dogs at a lower cost since this vet wants to do some charity as well. As such, the hoarder would not need to pay anything as we will be paying this vet directly. She only needs to get her dogs to the vet for the vaccination.
But first of all, we need photos of those 12 dogs.
