Please Do NOT Do This

So far, I’ve had two receipts (with form) placed in my postbox, asking for subsidy claims but I do not even know who the requestors are. They had not contacted me prior to making the claim.
Our subsidy claims are given according to procedures listed here:http://myanimalcare.org/subsidy/
1. Photo and write-up about the animal, sent by email to me.
Once approved, get the treatment done and pay the vet.
2. Send the original receipt and duly filled form to me by post.
Once received, within 24 hours, I will bank in the subsidy to the rescuer’s account.
These two people who left the receipts and forms in my postbox by-passed Step 1, so I cannot bank in any money to them even though all their bank details are in the form. Where is the photo, the write-up and the approval?
The first person, I finally managed to call, and she said she did not know the procedure. So I explained and she eventually sent me the photo and write-up, and I reimbursed her the subsidy.
The second person (just happened today), I called, but she won’t pick up her phone. I sent smses, but she did not answer any. I don’t understand why people own phones but do not pick up calls or answer smses. What’s the point of having a phone then? To annoy and frustrate callers? At the very least, just send back an sms to acknowledge, is that so hard? What happened to courtesy and good manners?
Uncannily, her name sounds almost exactly like another rescuer whom we’ve blacklisted (you know how it is that Chinese names, if the first two syllables are the same, they might be related?). We’ve blacklisted the latter because she flatly refused to abide by all our rules. She is a schoolteacher but feigned ignorance all the way. Remember her case? I almost lost my hair when I had to deal with her and told her off many, many times.
If this second person is, by any chance, related to her, I can only conclude, with this empirical evidence, that even these character traits (of refusing to abide by rules and bulldozing one’s way through) run in the genes and DNA?
If the second person is ignorant, that’s fine. But could you please pick up your phone when I call so that I can tell you what to do? If you don’t, I cannot help you anymore. No photo, no subsidy – Sorry, madam.
One of the “side effects” (beneficial or otherwise) of running AnimalCare is that it gives me many tests of patience. I just hope I don’t lose all my hair by the end of the day.
