Apparently the puppy was among taken care by an elderly man in Jalan Ipoh. He had mo money and hence he placed the puppy near the shops hoping that someone would help as he had no money. That explains the cloth placed in the box to make the puppy comfortable. Sometimes situations like these are difficult.
