Legislation for animal welfare has been strengthened in Singapore, with the passing of the Animals and Birds (Amendment) Bill in Parliament earlier this week. Two significant amendments announced are harsher penalties for those convicted of cruelty to animals, and a duty of care to be imposed for all those in charge of an animal.

SPCA was alerted to a cat that was found to be in parts, in Marine Crescent, just yesterday evening (Oct 28, 2014).
We have, since, brought the cat's carcass to SPCA's premises, and our vets have conducted a thorough investigation of it. We have arrived at the finding that the cat's state has been wrought by the action of dogs from the community, and are ruling out the cat's condition being caused by sole human agency.

SPCA has picked up the body of a dead cat just last night (Oct 28 '14), following our informers' alert, from Marine Crescent.
SPCA has just referred the case to the AVA for a post-mortem and further investigations. We ask that comments be withheld until conclusive findings are derived from the post-mortem, at which time we will post an update.
We wish to alert all cat owners to keep their pet cats indoors at all times, to avoid putting them at risk.

Animal Rights Groups Rap Reason For Not Changing Act 28th Oct 2014, by SPCA Singapore
As reported in today's "Today" (28 Oct '14, page 20), SPCA and ACRES, along with several other animal welfare groups, are appealing to the Ministry of Home Affairs to reconsider its decision (as published in "Today" on 16 Oct '14) regarding the definition of "animals" under the Road Traffic Act.

Mother cat and daughter kitten get adopted 2-gether!
COMET (the 2-year-old, lilac-coloured mother) and CHICA (her 5-month-old, black kitten) find a forever, loving family with Danny, Dianne, Daphne and Danica!
What warms the heart cockles more than seeing mum-and-child both find love in the same home! (Both mum and child were rescued from a high-traffic area where they were found distressed.)

Landmark Resolution: San Francisco Recognizes The Rights Of Whales And Dolphins 24th Oct 2014, by SPCA Singapore
In the U.S., San Francisco declares that "every whale and dolphin has the right to be free from a life in captivity, to remain unrestricted in their natural environment", in a landmark ruling announced earlier this week. This resolution is the very first of its kind in the US.
(In the local context, SPCA and ACRES have, in this connection, urged Resorts World Sentosa to release its remaining wild-caught dolphins, following the dolphin deaths linked to its Marine Life Park attraction.)
