Hi, Keng -- I notice that you suggest to every owner of a lost dog that perhaps the dog was seized by dog-catchers. Yes, that is of course one of many possibilities. It would be more helpful, however, if you shared some suggestions about how the owners might investigate whether the local councils have captured their dog, and if so, how they might get it back. :-)
