Is it humane and ethical for Jabatan PERHILITAN to exploit helpless live animals like puppies as baits to catch a wild panther?
Even if it was not “harmed”, the poor animal would have been deeply terrorized and traumatized.
Perhilitan director-general Abdul Kadir Abu Hassan stressed that no puppies were harmed in the operation, and that all SOPs were complied with.
