Judith Weaver of Florida was working for the State Department and stationed at the American Consulate in Jerusalem when she became submerged in the plight of street cats. Even though she’d never even had a pet cat of her own, Judith became a champion for the cats and, working with fellow volunteer Lieutenant Colonel Michael Feltman from the Seattle, she went about the mission of spaying/neutering more than 1,000 of them.
